Im looking into purchasing adobe photoshop elements 7. Ive never used photo editing software before and was wondering how most like it and what kind of effects you can do Im looking to use it to edit photos for all the scrap booking I do.

Coming from a huge scrap-booker, yes it does the trick wonderfully. Easier to use than the full Photoshop and has most of the tools / tricks you will need.

Photoshop is a top-of-the-line editing software, but it is too expensive, too hard to learn and has too many features for the regular scrapbook user. If you are not a professional graphics designer, I would recommend getting Adobe Photoshop Elements 7, which is the easier-to-use version of Photoshop. Elements has quite a bit of power but is much less easier to learn to use than Photoshop.
If you are a professional and will be making professional scrapbook graphics to sell, go with the full Photoshop version.
