Hide Folders

The first program should be Adobe Photoshop, mainly because Photoshop comes in handy when working with the other CS3 Programs

The rest is based on your interest:

If you are interested in making websites then Dreamweaver is your best option

If you are interested in making animations then Flash and Fireworks is your best option
