What is a good software for Windows XP to use for creating Flash shorts/games?

I’ve been looking at the idea of creating a Flash movie or game for quite a while now, and I can’t seem to find any good ones for a good price — and “good” is referring to less than $1,000. I want to be able to create these kinds of things easily, being a beginner and all, but I don’t want it to be like, “Oh, the computer’s doing it all for me, and I’ll just put my name in the ending credits.” Also, I want to be able to place sounds and recordings in time with it.

Is Adobe PhotoShop or something like that good, or are there other software programs out there?

Well, first of all, Adobe Photoshop is for drawing and image editing, not for animation. And the program that you make Flash movies in is Adobe Flash. That’s why they are Flash movies. I believe that it costs around 700$… You can download a 30 days demo on
