What is a good software for Windows XP to use for creating Flash shorts/games?

I’ve been looking at the idea of creating a Flash movie or game for quite a while now, and I can’t seem to find any good ones for a good price — and “good” is referring to less than $1,000. I want to be able to create these kinds of things easily, being a beginner and all, but I don’t want it to be like, “Oh, the computer’s doing it all for me, and I’ll just put my name in the ending credits.” Also, I want to be able to place sounds and recordings in time with it.

Is Adobe PhotoShop or something like that good, or are there other software programs out there?
