First of all I wouldn’t purchase PhotoShop just for family pictures. There is a free alternative, actually here are several free alternatives to PhotoShop.
My favorite is PhotoPlus 6.0,
Then there is Irfanview,
There is also Picasa which catalogues all the images stored on your hard drive and provides you with simple editing tools,
Last, the GIMP,
I know this may not have been the answer you were looking for but I just don’t see the point of paying for PhotoShop when these programs, especially PhotoPlus do the same thing for free.
As far as outlining your photos, I believe you are talking about borders.

“outline the image” is somewhat vague. Outlining is used in a variety of ways in different software packages. For example: dragging a dotted line box around an area is a outline commonly used to make a selection. The term I think you want is “border”. This refers to a symmetrical area immediately surrounding the image. Some of the variables associated with borders are “color”, “width”, and perhaps “texture”. Adobe Photoshop is likely to have many more options.
A more technical term, which is less likely to be of interest, is “frame”. In computer files this usually refers to a container-structure into which one can put an image to separate it from other “objects” (another technical term). In some photo-specific software the word, “frame”, is used instead of border to indicate predefined border templates. This is done to parallel the experience of going to a store to buy something to frame your picture.
Unfortunately my experience is with Corel not Adobe so I can not be more specific. Borders are also available in most word processing programs as are the technical frames.

In Photoshop, it is called “Stroke”. You can find it in the layer styles dialog. You usually double click the layer you need to outline to bring up this dialog. You specify color and width.
