What is the best photo editing software to buy?

I was wondering if Adobe photoshop elements would be good to buy to edit photos? I want to do effects, fix up pictures, etc… all the basic stuff with pictures to make it look flawless pretty much? Any other suggestions??

Photoshop is pretty much the standard, but there are a lot of other graphics packages that can do impressive things too.

Other than the best, you should consider generic so that you can work, show-off, etc. pretty much everywhere.
If you agree with the criteria above, i think photoshop will do. And Gimp (free and portable!) is gaining popularity.
