Many will tell you to use dreamweaver or another html based program but…
First you need a web host for you website. They give you your domain and all the tools and apps you need. These new apps like Joomla and WordPress do not require html. Another nice thing about it is they are installed on your hosts server. This means you dont have to have the program on whatever machine youre using. If youre on vacation and have a laptop, just log into your web host and maintain your website. You can change things, upload photos, answer questions without the program being on your computer.
So, back to programs. Depending on what type of website you are creating, Id say try WordPress. Very easy to learn and yet very powerful and produces great results.

To make your own website, you shouldn’t just use any website builder base on its popularity. Adobe products are very popular — but if you have no programming experience and know nothing about HTML or Flash, you will find them very difficult to use — plus you have to spent $500+ to purchase the software first. People are taking courses to learn Dreamweaver CS4 — it is not as easy as MS-WORD.
You should decide first if you want to learn any coding, or prefer a WYSIWYG software so no coding is needed. Frontpage — for example, allows you to create a HTML page without any coding. A4Desk allows you to create flash website without any flash knowledge.
There are also many online website builders — however you would have to use their hosting plans first in order to use their builder, and your website is gone if the hosting company shuts down.
So ask yourself what you need first — then choose the right software.
