My Opinion although I’ve never used the others =P Adobe Photoshop is brilliant for all sorts of photo editing and a well known program.
Paintshop has more bang for the buck, because it is less than $100 USD.

Photoshop is AMAZING.
I’ve taken classes on it, and it really takes months to learn everything about it. Well really, you never learn everything. It’s an amazing program with enormous capabilities. Photoshop CS3 is expensive, but depending on what your needs are, it could be worth the money. The things you can do on there surpass anything I expected.

I have always found Paintshop Pro to be an excellent value. If you are a casual user of photo editing, this software should be fine. If you are going to be very committed to photo editing, Photoshop is the industry standard all photo editing software is measured against. It has a huge industry associated with it that produce add-ons and utilities. It is more expensive but it can do just about anything. So, in the end, it depends on your needs and your budget. HTH.
