What software do you recommend to trace lines from an illustration that’s been scanned?

Many recommend Adobe Illustrator, but I wonder if there are other options that work best with scanned art especially if its reasonably priced.

    Illustrator is pretty pricey. For a lower cost program you might try Photoshop Elements. It’s tools work really well for being less than 1/5 the cost of Illustrator.

    try inkscape, free vector graphic program.
